Promotion is allowed only with moderator permission (or inside designated threads). A short, honest modmail before posting costs two minutes and functions as a safe-conduct pass; skipping it is the most common avoidable removal.

Headline: concise, factual (e.g., 'Python 3.x released' or 'Library X speeds Y by Z%'). Use a neutral/technical voice (third-person OK). Body: short–medium (100–400 words), include code blocks or minimal examples, add appropriate flair, link sources (no URL shorteners). Upvoted: timely news, deep technical dives, useful guides/benchmarks. Removed: marketing language or standalone project showcases (those belong in the monthly/daily showcase thread).
